Te Pae Arataki

Te Pae Arataki is the 2026–2028 Strategic Plan for Houkura, setting a direction to strengthen performance and respond to emerging social, cultural, economic, and environmental challenges for Māori in Tāmaki Makaurau. Developed in December 2025, it provides a clear roadmap with defined outcomes, measures, and a phased delivery approach.

The plan focuses on four strategic priorities - accessible housing, intergenerational wealth, marae and identity, and harbour ecosystems - aligned with the statutory role for Houkura to advance matters of significance for mana whenua and mātāwaka. 

While Te Pae Arataki focuses on four strategic priorities, He Whenua Makaurau (Schedule of Issues of Significance), He Waka Kōtuia (Treaty Audit) and any matters that impact Māori in Tāmaki Makaurau will continue to be strongly advocated by Houkura.
