ARO Monitoring Framework
ARO, meaning ‘to pay attention/focus’, also exemplifies the acronym for Aroturuki (monitoring), Rangaranga (baseline+), and Okoturuki (baseline)
It is guided by the whakataukī “Me aro ki te hā o te mana orite”, which translates to “Pay attention to the pursuit of equity”.Houkura has upgraded the ARO Tool to enhance its ability to monitor and report on the performance of Auckland Council and its Council-Controlled Organisations against Māori priorities. For the first year of the reporting cycle, the upgraded tool identifies 58 performance indicators - a mix of quantitative and qualitative measures that align directly with sixteen Year One priorities identified in He Whenua Makaurau – Issues of Significance.
These indicators provide a structured and meaningful way to assess Year One progress, support strategic advocacy, and ensure Māori in Tāmaki Makaurau can participate as Māori in decisions, plans, and policies that affect their lives. The indicators reflect both outcomes and experiences, ensuring that data, lived realities, and cultural integrity are captured across the monitoring framework.
These values guide both the content of the indicators and the intent of the monitoring process—ensuring the voices, rights, and aspirations of mana whenua and mātāwaka are upheld.
ARO will serve as the foundation for the internal monitoring, strategic planning, and accountability reporting at Houkura, allowing for regular updates to the Board and the wider Māori community on performance, progress, and areas for improvement.
